RESPONSIBILITIES: York County Community College (YCCC) is seeking a Director of Human Resources, located at YCCC, Wells. This position will have a working knowledge of human resource management, employment law, compensation and employee relations, ability to work independently, plan ahead and make judgment calls when appropriate; knowledge and understanding of collective bargaining agreements. Understanding of organizational structures, experience with independent decision making, and bargaining unit environments. Excellent oral and written communication skills. Excellent interpersonal and coaching skills. Computer skills in Microsoft Windows environment, including Excel and skills in database management and record keeping. Ability to relate easily with a range of people. Ability to address issues in a confidential manner. Excellent organizational skills. A strong working knowledge of payroll practices and labor compliance guidelines is required. Experience with report writing (ADP Reporting) and exporting and importing data is required.
MINIMUM QUALIFICATIONS: A Bachelor’s degree and 5 years work experience in Human Resources.
A Master’s Degree with a minimum of 3 years Human Resources experience in a collective bargaining environment is desirable.
Must have excellent analytical skills, oral and written communication skills and interpersonal and mentoring skills. Must know policies and practices of personnel administration, including Collective bargaining agreements, as well as policies and procedures regarding workers’ compensation procedures, and applicable state and federal laws governing Human Resources, employee and student rights. Knowledge of safety and training of employees. Must be able to conduct effective investigations of personnel/student issues. Ability to apply instructions, deal effectively with people, work independently. Must have a proven record of excellent supervisory and human relation skills. Professional level experience in supervision and training of other employees to include evaluation and delegation. Experience with independent decision making. Understanding and experience with OSHA regulations as it pertains to employees required. Management of multiple priorities reflecting understanding of critical nature of both responsibilities. Working knowledge of ADP and Time Saver or automated payroll system.
